OECD,EC,UNESCOの情報政策書の比較A comparative study of information policies of OECD, EC, UNECO: From the viewpoint of information policy documents

Along with the development of information technologies, transborder data flows also increases. In this paper, the information policies of OECD, EC, and UNESCO are examined to clarify problems of information policies in terms of their international aspects. The method used here is to trace the information policies of OECD, EC and UNESCO through publications of their organizations and compare the three by the main problems cited in IIA's Information Policy Handbook. The results are follows: i) The general principles of the information policies of the three international organizations are quite different; OECD approaches it by economic influencs of information technologies; EC emphasizes the interest of member countries as opposed to the U.S. and Japan: UNESCO underlies fair information flows between developing countries and developed countries. ii) The problem of new information technologies is common in the three organizations. They try to assess the potential of information technologies and the problems produced by them.
